Article 22 of the Energy Efficiency Directive (EED 2023/1791) requires Member States to activate local one-stop shops (OSS) to promote and facilitate the efficient use of energy by final customers and end-users. The service should provide simplified advice to businesses, micro-enterprises, professionals and private individuals to guide them through the energy transition process in their area. The Directive on the Energy Performance of Buildings (EPBD 2024/1275) takes up this concept by directing the activities of one-stop shops towards the energy performance of buildings and defining the requirements for the implementation of these services, making their activation mandatory throughout the territory. One-stop shops for the energy performance of buildings are considered essential to achieve the objective of a completely decarbonised European building stock by 2050.The aim of the meeting is therefore to discuss with the participants the indications of the directives, to present Italian case studies of one-stop shops already operating and to open a debate to identify the main challenges and opportunities with regard to the Italian implementation of the directive. The new national network of one-stop shops EU Peers set up and managed by ENEA and the Piedmont Region in the framework of the EU Peers project (www.eu-peers.eu) will also be presented.

La direttiva efficienza energetica (EED 2023/1791) all’articolo 22, chiede agli Stati Membri di attivare degli sportelli unici locali (one-stop shop – OSS) per promuovere e facilitare un uso efficiente dell ;energia da parte dei clienti finali e degli utenti finali. Il servizio deve fornire consulenze semplificate rivolta a imprese, microimprese, professionisti e privati cittadini, per accompagnarli nel processo di transizione energetica del territorio. La direttiva sulla prestazione energetica degli edifici (EPBD 2024/1275), riprende questo concetto indirizzando le attività degli sportelli unici alla riqualificazione energetica degli edifici e definendo dei requisiti per la realizzazione di questi servizi, rendendone obbligatoria l’attivazione su tutto il territorio. Gli sportelli unici per la riqualificazione energetica degli edifici sono considerati essenziali per raggiungere nel 2050;obiettivo di avere un parco immobiliare europeo totalmente decarbonizzato. L’incontro si pone dunque l’obiettivo di approfondire con i presenti le indicazioni delle direttive, presentare dei casi studio italiani di sportelli unici già funzionanti e creare un dibattito che faccia emergere le principali sfide e opportunità in vista del recepimento italiano della direttiva Sarà inoltre presentata la nuova rete nazionale di sportelli unici EU Peers realizzata e gestita da ENEA e Regione Piemonte nell’ambito del progetto europeo EU Peers (www.eu-peers.eu).
