In this paper, Christophe Milin and Adrien Bullier from the European Climate, Infrastructure and Environment Executive Agency (CINEA) present a review of various initiatives that aim at developing integrated service offers for the energy renovation of private housing. After clarifying the concept of Integrated Home Renovation Services and positioning it in the current market offer related to home renovation, the paper analyses each step of the customer journey and illustrate how the user experience could be improved, based on local experiences. The authors propose an empirical typology identifying three main models: advice, support and implementation, and the provision of finance as an additional option and discuss how integrated home renovation services could be facilitated and rolled-out throughout the EU.

For building owners, the renovation process can be a hassle, shaped by the ambiguity of the measures to implement. Uncertainty is one of the reasons why the renovation rate continues to linger around 1% and private investments remain limited. Achieving the full market potential of renovation calls for a paradigm shift, where a more service-oriented supply-side together with a deeper awareness on the demand-side play key roles. Focus on refinancing solution for Third Party Financing building renovation loans. The report analyses the business model and operational setup of the “Service Public de l’Efficacité Energétique” (SPEE) in Hauts-de-France. The findings highlight challenges in SPEE’s loan origination process, marketing strategy, and loan administration procedures. Additionally, it discusses the potential use of the securitization market for refinancing.

The report describes the one stop shop business model for the Valencian and Rotterdam pilot cases in Save the Home. The H2020 project Save the Homes was focusing on implementing its renovation one-stop shop models in the pilot cities of Rotterdam, Netherlands, and Valencia, Spain, as well as the follower cities of Ljubljana, Slovenia and Sant Cugat, Spain.

Energy Efficiency Subscription (EES) defines the requirements and standards for the deep energy retrofit of residential buildings. EES aims to have a common standard for all the actors involved to guarantee transparency, accountability, and high quality of the process. The EES enables building trust and cooperation among dwelling owners, market operators, financial institutions, and industry professionals, that would facilitate the energy renovation scale-up. Eight organisations from the mentoring programme participated in the feasibility study to understand the possible implementation of the EES approach into their business model and operations. materials. The results of the work with each of the feasibility study participants will be summarised in the deliverable with the key identified use cases summarised in the results section. The results will be the basis of the provision of the business model that supports the EES implementation and roll-out in the different member states.

This deliverable provides the global methodology for the pilots and the monitoring and evaluation (M&E) strategy of the REVERTER project, whose aim is to improve the quality of life for vulnerable citizens across Europe through providing energy advice which leads to energy efficiency improvements. In this direction, REVERTER will develop 9 roadmaps in four different European areas.This document presents the global methodology of the project, which is based on five steps, i.e., Data gathering, analysis and mapping; Stakeholder mapping; Development of roadmaps; Training, information sharing and capacity building; Pilot implementation of roadmaps.

This report answers the need to establish a policy roadmap for maximising the uptake of on-bill schemes in the EU residential market. In brief, on-bill schemes use the utility bill as a repayment vehicle and bring different actors into a building renovation project. Certain features of on-bill schemes that are not easily found in other financing instruments can help strike a balance between the interests of different renovation participants and resolve barriers to energy renovation. In addition, due to their large-scale implementation potential, on-bill schemes can be a powerful tool for reaching EU decarbonisation goals. The report starts by listing 11 potential barriers for on-bill uptake in the EU, grouping them by source – homeowner, utility/financial institution or market related.

This report focuses on identifying viable business models (BM) for integrated home renovation services (IHRS) for homeowners’ associations (HOAs) in the Netherlands and Flanders. The aim is to support clear identification of how to activate IHRS for condominiums, if applicable, in close collaboration with cities and regions. This work should serve the development of suitable practices covering expectations regarding the adaptation of existing IHRS BMs in the European Union (EU)
