Using as benchmark the ABS (Asset Backed Securities) Green Bonds issued in US PACE programs, this document will focus on EU regulation and standards (STS-Simple, Transparent & Standardised) to draft the EuroPACE securitisation protocols to aggregate and re-finance the EuroPACE financing pool. The loans have historically been refinanced via the issuance of asset-backed securities (ABS) secured on the loan receivables. PACE bonds have been issued, including commercial and residential renovation programmes. ABS are deals which aggregate a pool of loans, leases, or similar contractual receivables to a deal size big enough to justify the transaction costs of a bond. The process of creating ABS is known as securitisation. US lenders have a preference for securitisation of originated debt as it allows them to operate with smaller balance sheets than their European counterparts. Warehouse structures are commonly used to aggregate loans and this approach has been adopted in the US PACE model.

This Deliverable provides guidelines for the replication of the EuroPACE home renovation model. The document offers insights into the processes for designing and operating an integrated home renovation program, with the example of the HolaDomus program in Olot. The guidelines present general principles and considerations for how to approach each step in designing and setting up a program. The guidelines laid out in this Deliverable cover the replicable legal, administrative and staffing components related to setting up and running the HolaDomus pilot, as well as financing, contractor traning, marketing and sales practices. The toolkit is composed of the documents, contracts, and manuals developed during HolaDomus implementation.

The DOE guidelines outline best practices that can help state and local governments, PACE program administrators, contractors, and other partners develop and implement programs and improvements that effectively deliver home energy and related upgrades. The updated best practices reflect input gained from over 200 comments on a draft of the guidelines that was released for public review earlier this summer. In the guidelines, special emphasis is placed on recommended protections that PACE programs should put in place for consumers who voluntarily opt into the service, as well as for lenders that hold mortgages on properties with PACE assessments. DOE also provides additional program design recommendations that address the unique needs and potential vulnerabilities of low-income and elderly households, to help ensure that PACE financing is used appropriately and at the least cost for low-income households that otherwise meet program eligibility criteria.
