Who We Are & Our Mission
The Baltic Community Platform unites practitioners from Estonia, Latvia, and Lithuania dedicated to accelerating residential energy renovation through Integrated Home Renovation Services. The community brings together a diverse range of members from the Baltic region, including energy agencies (e.g.Tartu Regional Energy Agency, also a one-stop shop), public one-stop shops (e.g. Amiestas), private one-stop shops (e.g. pioneering ESCO RenEsco), ministries (Estonian Ministry of Culture), cities (Tallinn), financial institutions (Bank of Latvia) and private companies. Our mission is clear: align policy focusing on EU directive transposition and build a "new Baltic roadmap" working together across three nations to dramatically increase renovation pace and quality while addressing our Soviet-era building stock challenges.

How We Work Together
We operate with a flexible, radial approach, sharing updates via email and one-on-one conversations while maintaining HumHub connections. In our first year of creation, four meetings took place. Our first meeting Insights from the 1st Baltic Platform, highlighted regional success stories including Estonia's "Life Heritage Homes" initiative and Vilnius's "Let's Renovate the City" project. The February 2025 meeting focused on EED and EPBD transposition, innovative financing tools like LABEEF, and establishing a prefabrication working group. Between formal meetings, targeted catch-up sessions address emerging opportunities, such as recent dialogues with RenEsco exploring citizen-led renovations, "heat pumps as a service" models, and long-term financing needs spanning 30-40 years.

Highlights & Impact
We are successfully attracting the few existing one-stop shops across the region, creating connections where isolation previously existed. RenEsco, Latvia's first ESCO, achieved 54%+ energy savings through comprehensive multi-apartment renovations. Tartu Regional Energy Agency provides independent energy advocacy and technical assistance. Bank of Latvia's participation signals financial sector interest, while the Estonian Ministry of Culture ensures heritage preservation integration. We're continuing crucial work attracting municipalities to develop required one-stop shops, positioning ourselves as drivers of regional renovation momentum toward EU 2050 decarbonisation goals.

One insight emerging from the World Café at the 2nd EU Peers Summit is clear: to reach new, low-income home-buyers, One-Stop Shops (OSS) must engage them before purchase, through trusted local networks and accessible, aspiration-driven communication, ideally linking renovation advice with finance.
More than 70 organizations conform the EU Peers Community in Spain. On Monday, October 13, they met to share how they approach the project design and selection of companies phases (Millin & Bullier, 2021). This is the second of a cycle of four meetings in which the Community shares experiences of the entire housing renovation process.
